CONFERENCIA SOBRE MARÍA ALVARADO EN CASA MUSEO JOSÉ CARLOS MARIÁTEGUI

El Ministerio de Cultura, a través de la Casa Museo José Carlos Mariátegui, ha organizado la conferencia MARÍA ALVARADO: UNA INTELECTUAL FEMINISTA A PRINCIPIOS DEL SIGLO XX, a cargo de la historiadora Margarita Zegarra, que tratará sobre la lucha por la educación y los derechos políticos en la mujer. Dicha lucha se realizó en el campo del periodismo, la literatura y la política, expresada en múltiples publicaciones que aún no han recibido una edición ni recopilación crítica.En ese sentido, se reconoce públicamente su aporte para que las mujeres alcancen el derecho a voto en 1955.
Margarita Zegarra es Magister en Historia por la Universidad Nacional Mayor de San Marcos. Ha sido directora del Centro de Documentación sobre la mujer (CENDOC) y ha coordinado durante casi dos décadas el Área de Historia y Género, donde ha tenido a su cargo la recuperación de la memoria histórica de las mujeres peruanas y la promoción de investigaciones sobre la experiencia femenina en el pasado y las relaciones de género. Ha publicado numerosos artículos sobre la sociabilidad femenina y el modelo de femineidadilustrada en la prensa peruana a fines del periodo colonial, y sobre los procesos culturales y de género que posibilitaron la construcción de mujeres intelectuales, indigenistas y feministas en el Perú. Es miembro asociada del Instituto Riva Agüero.
Asimismo, podrán visitar la exposición documental “Cien años de la lucha de María Alvarado por el reconocimiento de los derechos de la mujer”, en la cual encontrarán cartas, fotografías y publicaciones originales, organizado por el Museo Electoral y de la Democracia del Jurado Nacional de Elecciones.

Estimado señor Ramos, alcanzo a su prestigiosa revista el artículo sobre “Ayaviri y José Portugal Catacora”, el cual agradecere a nombre de mi familia considere publicar. Este año se cumple el centenario del nacimiento de mi padre y nos parecio oportuno sacar a luz su transito por Ayaviri, ciudad que recordaba con mucho afecto. Asimismo, le invito a usted y los lectores de la revista a visitar el blog conmemorativo en la siguiente dirección: http://joseportugalcatacora.blogspot.com/Maestro y autor de una amplia bibliografía educativa, literaria y de folklore del altiplano, Portugal Catacora (1911-1998) inició su trayectoria profesional, en la ciudad de Ayaviri. Tenía entonces 19 años. Con ocasión del centenario de su nacimiento, rememoramos en este artículo y con textos suyos su experiencia inicial en esa ciudad, experiencia que marcaria su derrotero vital y que era recordada por él con gran afecto.
Ayaviri 1930
“Cuando en 1930, llegamos a Ayaviri, ésta ya era una ciudad de notable progreso y de gran agitación cultural. Y este fenómeno se debía, indudablemente, al hecho de que el ferrocarril de Arequipa, Puno y de aquí a Cuzco pasaba por ella.
En lo social, la sociedad estaba perceptiblemente dividida en tres niveles, cada una representada por una institución organizada. El Sporting Club, representaba a la clase alta, El Deportivo, representaba a la clase media y el Obrero a la clase baja. Los maestros y alumnos agregamos un club deportivo más El Hércules que tuvo destacada actuación.
En Ayaviri se organizaban frecuentemente funciones de teatro y se practicaba la música con extraordinario interés; pues existían hasta tres familias que eran algo así como peñas de arte musical. La familia Echave, que emigró al extranjero y logró grandes progresos. La familia Bueno Morales cuyos miembros practicaban distintos instrumentos y se divertían bastante ejecutando bailes clásicos como la cuadrilla y bailes modernos. Y la familia Yepes, el cariñosamente llamado Machu-runa, integrado con otros jóvenes evolucionó en un conjunto musical que ha alcanzado notoriedad en Puno y el país.
Dos veces por semana pasaba el tren llevando un hombre al que se llamaba el “Revistero”. Éste llevaba toda suerte de literatura en libros, revistas, folletos y periódicos. Existía además una librería con miles de volúmenes, cuyo dueño era un chino de apellido Medina, el que era un hombre muy culto. Aquella librería creo que era la primera en el departamento. Se editaban varios pequeños periódicos, entre los que recordamos, La Puna, La Honda, el Boletín Cultural, El Educador Andino, y el Picaflor” (Experiencias Educativas en el Altiplano, Inédito).
El Centro Escolar de Ayaviri
Sobre sus inicios en la docencia Portugal Catacora hace el siguiente relato rememorando su entrañable vivencia con los niños ayavireños:
“En el centro escolar de Ayaviri me hice cargo del segundo año que tenía 72 alumnos de toda edad, el 16 de mayo de 1930. Allí lo encontré a José Yaquetto Berolatti, maestro puneño como primer auxiliar y a poco llegó otro maestro puneño Esteban Ramírez y los tres llegamos a identificarnos y trabajamos con mucho entusiasmo.
Vibran en mi recuerdo una serie de actividades que me dejaron valiosas experiencias; pues aparte de los concursos internos, organizamos competencias inter escolares, publicamos una revista, El Escolar, organizábamos las fiestas con programas novedosos y realizábamos excursiones frecuentes.
Al glosar estos recuerdos considero un deber emocional dedicar algunos recuerdos a los niños del Centro Escolar 861.Los niños constituían una comunidad escolar de muy diversa extracción social; estaban los hijos de los campesinos, de los artesanos, de los empleados, y de las autoridades, así como los de las familias que se consideraban de la alta clase social. No obstante de que había una ostensible división social entre la sociedad adulta, nunca advertimos que estas diferencias se reflejaran en la escuela. Todos los niños estudiaban, jugaban y compartían la vida escolar en forma lo más democrática posible.
Tanto profesores como alumnos nos dedicábamos a la enseñanza y al aprendizaje con un esfuerzo y una perseverancia exultantes y poco comunes. Pues, aparte de las horas diarias, concurrían por las noches llevando su velita, ya que la escuela no tenía alumbrado. Los estudios se hacían por las mañanas de madrugada y las tardes se dedicaban a ensayar los juegos deportivos (Experiencias Educativas en el Altiplano, Inédito).
El Primer Sindicato
La labor educativa se combinaba con una intensa la labor gremial y cultural, lo que lo llevó a participar en la fundación del primer sindicato de maestros, tal como lo cuenta en su autobiografía.
“Al iniciarse el segundo semestre de 1930 se produjo la revolución de Arequipa que terminó con el oncenio de Leguía, lo que nos dio la oportunidad de organizar el Sindicato de Maestros que fue el primero en el Perú y una Escuela de Alfabetización para los obreros que nos dio mucha popularidad.
José Yaquetto, Natividad Tapia, Mercedes Bueno i el que suscribe estas líneas nos impusimos la tarea de encender la chispa de la organización; nuestra iniciativa llegó a la conciencia de la mayor parte de los maestros locales…el 16 de Mayo de 1931 se fundó el Sindicato de Maestros i luego el 30 de Julio del mismo año se inauguró exponiendo sus postulados de acción (Autobiografía, Inédito).
A partir de 1931 el Sindicato y la Asociación Cultural, conformados por el mismo grupo de maestros de las escuelas de varones y de mujeres, realizó conferencias y funciones teatrales con temas como “El Ultimo Huayno” de Ángel Salas de Bolívia; “Rijcharichis” de Benjamín Camacho, “Hatun Ayllo” de Alfredo Macedo Arguedas, así como números intermedios donde presentaban la pandilla puneña y la huifala de la provincia, haciendo giras a Sicuani y Azángaro.
Fundamos la revista “El Educador Andino” que salió hasta el número 5 bajo la dirección formada por mí, Natividad Tapia y Mercedes Bueno. Uno de los números de la Revista fue considerado como de contenido de ideas alarmantes y a Macedo y mi nos aplicaron la ley marcial con quince días de prisión o el pago de una multa equivalente a cinco soles por cada día de prisión. Yo que ganaba sesenta i un soles con 25 centavos, me resultó muy oneroso, pero no tuvimos más remedio que pagarlo (Autobiografía, Inédito).
Los primeros planteamientos educativos
En las páginas del “Educador Andino” publicaron José Portugal Catacora, Natividad Tapia, José Yaqueto, Mercedes Bueno, Isaac Mostajo, Eduardo Gómez, Benjamín Camacho, Nolasco Nozco, Castor Vera Solano, entre otros. Destacan los hermosos poemas y los combativos artículos escritos por la por entonces juvenil Mercedes Bueno.
En el artículo “El Aspecto pedagógico del Problema Indígena” publicado en el número 5 de la Revista, Portugal Catacora presenta sus primeros planteamientos educativos.
“El niño indígena emana de una raza dotada de gran fortaleza vital i de mayor longevidad que el miste. Desde el punto de vista psicológico el niño indígena no es de mentalidad inferior. La falta de desarrollo de algunas de sus facultades se debe a su estado social monótono i pobre en reactivos mentales. En cambio tiene plenamente desarrollados otras capacidades psíquicas como la atención, la memoria i la voluntad.
Para señalar los rumbos que debe seguir la orientación educacional del indio…plantearemos algunas tesis orientadas en los ideales de la ESCUELA NUEVA. Estudiadas las condiciones del elemento educable conviene rodearle al niño indígena de incentivos que aceleren el desarrollo de sus capacidades, para conseguir su equipotencialidad intelectiva con el miste; y de condiciones que resuelvan su mejoramiento económico social.
Para conseguir los ideales propuestos deben crearse granjas escuelas agropecuarias mineras e industriales en los lugares de densa concentración indígena, con talleres de experimentación, rodeados de campos de cultivo de pastoreo, de juego, clínica, teatro, vías de comunicación i dotado de consiguientes autoridades de todos los ramos…
El Estado debe legislar en los siguientes sentidos:
- a. Creando las Granjas escuelas de la orientaciones citadas
- b. Dotando al indio de propiedad, por medio de la venta a fortiori i a plazos de los latifundistas sin explotar, i obligándolos a constituir entidades colectivas de producción y consumo.
- c. Obligando a los hacendarios industrializantes a pagar salarios equitativos a los indios y constituir sociedades colectivas para el sostenimiento de granjas escuelas…
- d. Propiciando organismos oficiales de propaganda culturizadora.
- Estableciendo institutos de capacitación técnica y científica para la preparación del magisterio y representantes de los poderes del Estado (Revista El Educador Andino. Nº 5-6, 1934).
De Ayaviri a la posteridad
En Ayaviri Portugal Catacora se casó con Estela Mendoza de Portugal, su compañera de toda la vida, y tuvieron dos hijos ayavireños, Leticia fallecida tempranamente y José el mayor de sus cuatro hijos vivos. En 1934, satisfechas sus expectativas de vida en ese lugar, sale de Ayaviri, a donde no retornaría salvo de visita.
Las primeras experiencias vividas allí sentarían las bases de su trayectoria y pensamiento el resto de su vida. Prosiguió su carrera profesional en el Colegio San Carlos, participaría en la fundación de la Casa del El Maestro en Puno y del Instituto Americano de Arte de Puno.
Pasaría luego a formar parte del equipo que diseño y estableció los Núcleos Escolares Campesinos en Puno. En 1946 fundaría el Instituto Experimental de Educación de Puno con el auspicio del por entonces parlamentario por Puno José Antonio Encinas Franco, con quien trabajo el plan pedagógico del instituto.
Convocado por el Ministro de Educación Jorge Basadre, se incorporó al Ministerio de Educación en 1956, donde llegó a ser Director de la II Región (Lima).
Las vivencias e ideas pedagógicas germinadas en Ayavirí alcanzarían sus frutos en obras como “Niños del Kollao” (1937), que reúne historias desarrolladas en Ayaviri y considerada una de las primeras obras de literatura infantil en el Perú; y en libros como “La Escuela Andina del Porvenir” (1945), que forman parte de los 29 libros que publico en vida. El recuerdo de Ayaviri, lo acompañaría siempre.

DEMOSTRACIÓN EJEMPLAR DE PATRIOTISMO EN AYAVIRI POR EL 7 DE JUNIO
Este 7 de junio, se llevó a cabo el desfile conmemorando la batalla de Arica y renovando la Juramentación de fidelidad a nuestra bandera, como símbolo de patriotismo ejemplificador.
Convocado por el Lic. Mario Ramos Tacca, Director de la UGEL Melgar, estando presentes las autoridades edilicias, (con ausencia del burgomaestre), el personal de la UGEL, el Gobernador de la Provincia de Melgar, Prof. Jesús Zúñiga Villa, un representante del Ejercito Peruano, quien tomó el juramento de estilo, y pronunció un vibrante discurso en conmemoración a esta efemérides, así como el Director del Hospital San Juan de Dios de Ayaviri, estando presentes también el Director General del ISEPA Lic. Miguel Alejandro Mendoza Loza y el Jefe de la Unidad Administrativa Lic. Walter Cornejo Gallegos.
El desfile fue un ejemplo de patriotismo, encabezado por el propio Director de la UGEL Melgar, los trabajadores de la UGEL en la que destacaba la figura de Avelino González Tanco, así como de la Sra. Elva Urday de Cervantes.
Después de una espera justificada, se inicio el desfile con la presencia de Centros educativos de nivel primario, luego secundario finalmente del nivel superior representado por el ISEPA, desfilando gallardamente las delegaciones de Enfermería Técnica e Industrias Alimentarias, cuyos jefes son la Lic. Norma Huisa Titto y el MVZ Héctor O. Apaza Mamani, también se destacó la presencia del Lic. Ismael Nuñez Condori.
El comentario de la población que se dio cita para ver el desfile, fue muy favorable, después de muchísimo tiempo se ha podido presenciar un desfile con mucho fervor patriótico, nuestras felicitaciones al Director de la UGEL Lic. Mario Ramos Tacca, a los trabajadores de la UGEL a los estudiantes, profesores de los distintos Centros educativos así como a los Directores de los mismos.
Es de resaltar que muchos Centros Educativos han desfilado con sus propias bandas, destacando las del la IES Mariano Melgar y Altagracia, mención aparte merece la banda de Músicos de la Municipalidad Provincial de Melgar.

El interés inusitado de la población melgarina con la visita de la consagrada cantante nacional de huayno pandillero, Miriam Echarry, fue superado con creces, para alegría y regodeo de nuestra población, en tanto que después de la presentación también de una connotada paisana nuestra Edith Ramos, el teatrin municipal fue adornado con la gala y estilo de Miriam Echarry. Estuvo acompañada de la no menos famosas Estudiantina “Rosendo Huirse” del Cuzco, este pasado sábado 21 de los corrientes, sinceramente Ayaviri se vió engalanado con la presencia de estos extraordinarios cultores de la música pandillera en Puno. Integrante y vocalista principal del Dúo Hermanas Echarry, Miriam Echarry, esta vez interpretó emas de su última producción “Mamita de la Candelaria” que es un homenaje a la Santa Patrona de nuestra Región Altiplánica.
Estamos seguros que los asistentes se refgodearon plenamente con los huaynos como Charanguito, Negrita, Serpentina Roja, Chaca Chaquita, Noches Solitarias, Cabanillera, Mi Campesina, Hasta el Inambari, Añoranza Ayavireña, en fin un acervo variado de canciones que hicieron vibrar de alegría nuestros corazones de principio a fin.
Como ya lo saben, pocas veces Ayaviri es visitado por esta clase de artistas consagrados.
Alborada Andina felicita a la Municipalidad Provincial de Melgar por regalarle a nuestra tierra, espectáculos tan caros a la naturaleza humana, única actividad que nos convierte en realmente humanos
